Jacqueline Seitz, JD

Jackie Seitz is the senior legal advisor on behavioral health privacy for the CoE-PHI and the founder of Seitz Health Law, a health privacy and civil rights practice. Jackie has expertise in 42 CFR Part 2, HIPAA, and substance use policy, and is the lead author of Confidentiality & Communication: A Practical Handbook on 42 CFR Part 2 and Privacy in Substance Use Disorder Treatment (9th edition, 2027).

Prior to founding Seitz Health Law, Jackie led the health privacy work at the Legal Action Center, a law and policy organization advancing the rights of people with arrest and conviction records, people living with HIV, and people with substance use disorders. Since 2018, through the CoE-PHI, she has published dozens of educational resources, provided technical assistance to providers and stakeholders throughout the country, and trained thousands of people nationwide on HIPAA and 42 CFR Part 2. She is a graduate of NYU School of Law and the University of California, Berkeley, and licensed to practice law in New York.
